Housing Counseling

Foreclosure Prevention Counseling
Homeowners who are delinquent in their mortgage payments or in jeopardy of foreclosure can receive free counseling services. Nationally certified counselors will help the homeowner examine their budget, explore all their options and establish an action plan. The counselor can assist with setting up repayment plans, loan modifications, short payoffs, and deed in lieu of foreclosure. There are no fees for these services.

Online Homebuyer Education Classes
The Agency offers homebuyer education classes online through eHome.  Clients can complete the course at their own pace at times that are most convenient for them.  Upon completion, clients will simply schedule a short session with an Agency housing counselor to answer any remaining questions and receive their certificate.  This course fulfills educational requirements for First Time Homebuyer Programs and requirements for FHA, FHLB, USDA and HOME mortgage products.  The cost is $99 and there are discounts for co-borrowers.  To register, click this link.  http://www.ehomeamerica.org/cashinc

Rental Counseling
Renters requiring assistance in securing rental housing or negotiating issues with their current landlord can receive counseling that includes discussion of considerations when choosing rental housing, budgeting and fair housing issues.

Section 8

Funded through the NY State Division of Housing & Community Renewal, the Section 8 Program assists income eligible individuals and families by subsidizing their rent. Tenants pay approximately 30% of their family's adjusted gross income and NYSHCR pays the remaining balance of the rent directly to the landlord. Participants must meet eligibility requirements and apartments must meet or surpass HUD's Housing Quality Standards.

The Agency also offers project based Section 8 vouchers in partnership with project owners in Williamson (Orchard Estates), Sodus (Benton Estates) and Wolcott (Hope Village) to provide Section 8 rental subsidies to their complexes. Orchard and Benton Estates are designed for elderly/disabled use, while Hope Village is for multi-family housing. Please check the appropriate box on the application below if you are interested in one of these housing complexes.

Section 8 participants in Hope Village must agree to participate in the Section 8 Self Sufficiency Program (FSS). The program works with existing supporting agencies throughout Wayne County to develop the families' strengths, skills and experience necessary to achieve and sustain economic independence.

Some Section 8 Participants may be eligible to participate in our Section Home Buyer Program. The Agency can assist them in education, counseling and subsidizing their new mortgage, similar to the rental program. Participants must meet eligibility requirements and participate in the FSS program.

At this time, our Section 8 Housing Choice Voucher Program wait list is closed. Applications for Hope Village, Williamson Orchard Estates and Sodus Benton Estates are still being accepted.

Homeownership Protection Program

The Home Ownership Protection Program (HOPP) offers highly customized individual counseling to homeowners at risk of foreclosure. Homeowners work with a nationally certified housing counselor to understand and explore their options to avoid foreclosure or minimize the financial effects of it. The housing counselor will assist the homeowner in establishing an action plan and putting it into place, including setting up repayment plans, loan modifications, short payoffs, and deed in lieu of foreclosure. Funded through the New York State Attorney General Homeownership Protection Program.

Lead Testing

The Agency offers lead testing to homeowners, landlords and tenants throught our service area. Testing is completed by our Housing Inspector that is certified ithrough the Environmental Protection Agency (EPA) for lead testing. The cost of this service is $45 set up fee and $15 per sample collected. Results are received within three (3) days. Faster turnaround is available for an additional fee.
